Dr. Virginia E. Harper

Virginia Harper is co-founder and director of Navtech US Surveyors, the oldest international marine surveyor training school. The daughter of a Navy captain, a lifetime boater and cruiser, and a passionate educator, she continues to be immersed in the nautical business life and has been a leader in marine surveyor education for over 30 years. In addition to writing more than 11 courses for the industry, Harper’s articles about the transparency of the marine surveying business have appeared in industry boating magazines and Proceedings of the U.S. Coast Guard. She holds a doctorate in education (curriculum and instruction/leadership) from the University of Central Florida. Harper remains active in community affairs in both Florida and Washington, D.C. Her two grown children are both attorneys.
